Draft for ministry being worked out; it will handle water-related policies

BANGKOK: -- The so-called "Water Ministry", which will be handling all flood and water-management policies as well as projects at the national level, should be established by October, Deputy Prime Minister Plodprasop Suraswadi said yesterday.

He said his draft for the new ministry, which will be the 21st when established, had been completed and there were other versions being worked out by experts. All versions of the draft will be discussed and merged together before being submitted to the Cabinet for initial approval after the bidding for the Bt350-billion project is finalised.

Plodprasop, who chairs the Water and Flood Management Commission (WFMC), said existing agencies in charge of handling flood, water, irrigation, natural resources and early disaster-warning systems would come under the jurisdiction of the new ministry.

However, he said, the existing agencies would remain and their authority and responsibilities will stay unchanged.

'Fixing past failures'

When asked about the jurisdiction of the irrigation department, which has been supervised by agriculture ministers from different parties, Plodprasop said: "It's an issue of national importance, and past failures in handling the water and flood issue has been attributed to political power play."

Suphoj Towichukchaikul, chief of the Office of the National Water and Flood Management Policy (ONWFMP), said the structure of the new ministry had been designed and given initial approval.

Also, meetings among relevant agencies and prospective future departments under the new ministry were making good progress.

The agencies that will be run by the ministry, apart from the ones mentioned by Plodprasop, will also include the ones handling the meteorological and waterworks services at both provincial and national levels.

In addition, several laws will be needed to set up the Water Ministry, which are not yet ready for parliamentary scrutiny. Plodprasop said it was necessary to set up the ministry by October, because the ONWFMP will be disbanded after seven months.

As for funding, he said the Water Ministry's annual budget would have to be huge, as each department is granted a colossal amount annually and the latest Bt350 billion earmarked for the master water-management plan will also be handed over to the ministry for management.

So agencies will be transferred to the MoW, but not their budgets? Should be popular with the other ministries concerned, and allow for some creative accounting.

I am Water Engineer. During the floods of two years ago I came up with a design, the National Flood Prevention System.

I attended many seminars and conferences, meeting with AIT, an exclusive gathering organised by Chulalongkorn University with AFD, Agence Française de Développementalent, equivalent to US Aid also attended by the Interior Minister's personal secretary.

On 18 January 2012, I met Khun Plodprasop. now Deputy Prime Minister and who chairs the government's Water and Flood Management Commission (WFMC), at the opening of the Polar Exhibition at the New Science Museum. I had the opportunity of explaining to him and his well educated aides who all spoke excellent English thereby understanding the concept the National Flood Prevention System.

Further, I recently met again Colonel Artcha Boongrapu, an old acquaintance of some 20 years and to whom I explained the broad concept last. He recently emailed me requiring further info. Here is a copy of the text I sent him:

This is not exactly my design but it shows a micro system which can be

enhanced and

extrapolated to a national level

My design is upping the parameters and developing a system throughout the river

and tributary system monitored and controlled by satellite.

It will store water in individually designed retention reservoirs,

provide hydro power through a turbine

which can pump water back up to farmers to enhance irrigation for

second crop and send excess power to the grid.

If developed over the entire country it distributes wealth and

productivity and removes the prospect of flooding forever.

This would provide security for the population, government and

industry for future investment.

It generates additional power to the grid thus reducing gas purchases

from neighbouring countries to the point perhaps of self sufficiency

and even exportation of power.

Practical Action are prepared to do a pilot with the Ministry of

Finance in Nepal.''

My design is similar but the riverside structures would be located

above the flood high water contour. The reservoir would be designed

according to hydrological studies which the Thai government has for

many regions if not all.

Although my design uses Retention Reservoirs rather than dams, one

The large number of construction projects distributes wealth to local

companies and labour.

By investing in the local infrastructure, the increase in living

standards may have additional social benefits.

have an impact on reducing HIV/AIDS

Last year while in Nepal, I met with the Minister of Finance and in Bhutan, the Minister of Agriculture and Forests.

Both were interested in the design.

This design, the National Flood Prevention System, is exactly what it says it is. It is not a flood control system but a flood prevention system.

Instead of regarding the additional water as a major problem, the design accommodates it as a great additional resource.

As a System, it must be developed as such throughout the entire river and tributary system in a coordinated and cohesive manner.

National implies government control. The only way this can work is by strong political will steered by a strong government who can make bold decisions.

The National Flood Prevention System is fully flexible and can be applied and adjusted to any country. The principles remain the same. Working with nature rather than against it. Using the water as a resource rather that allowing to act as a destructive force.

I have been a civil engineer for over 40 years, more than 30 years in developing countries. I have been a member of RedR, Register of Engineers for Disaster Relief since 1985.

Let me provide Thailand with FOC flood control strategy over the next few months. Simple & effective but free. The main idea is to deal with rushing flood waters 10.5 billion in 14 days for the entire Chao Pharaya. This actually able to reduce flood risk down from the current risk to one-in 30 years.

2. Ensure two dams in the north to have retention capacity by 6 billion by end of August. 2. Start to draw down small dams down stream in August. 3. For the entire Sept, control releases from all dam in such a manner that water level for the entire Chao Pharaya can be brought down at least 1billion cubic meters below its critical flood levels that are measured at a few locations throughout the entire stream.

By 31st Sept that is what Thailand should have. 1) Lower Chaoa Pharaya water level to accommandate 1 billion cubic meters of flood waters. 2) 2 billion cubic meters of retention capacity for dams at lower stream. 3) 7 billion cubic meters retention capacity for those two monsters in the north.

The operational strategy to deal with coming floods. 1) Allows natural retention capacity of the Chao Pharaya to take the first hit. All dams can relaese small amount od water as long as the Chao Pharaya can handle the extra. Otherwise minimize the release to the extreme minimum. 2) Allows all dams to rise. 3) Anticipate the dams that might be over topping to provide the first right to release during that period. 4) Utilizes the fact that, e.g 3 billion cubic meters of water is better to be released in one month rather than 7 days-This is a very difficult part but necesssary. 5) Special flood release procedure is required for dams that did not design with special flood control and mitigation passive & active protection (Quite unfortunate to know that the Bhumibol might be included under this category- I hope that I was wrong). 6) ....
