There are very few cat rescues around as far as I could find when I Googled. In Thailand it's best to get a kitten and neuter it at the right time. You can then bring it up as a pet rather than a visitor for food.

We have two young ones. My wife rescued one from a dog that was about to kill it and had already broken a leg. The other was starving to death when it was brought to us. Both have made good pets.

Asking around the neighbourhood may produce results.
