You don't have to do any more than quote the price, เสนอราคา everybody expects a second hand sale to be negotiable. I think it is the same in England although ONO is popular and might encourage the more timid customer to take a look.

ราคาตายตัว means fixed price(dead bodies don't move) so if you wanted ราคาหมื่นบาทไม่ตายตัว it might be understood too.
