What are you asking? This TV forum goes localised to different areas, and other expat forums do as well. What area/city are you interested in information about?

Yes, of course, there are lots of sites; paknam.com is a good example in Thai and English (Paknam is in the province Samut Prakarn). If you are looking for specific information though, the problem is these sites have good articles that may answer your question, but they don't get a lot of traffic so, like mario299 wrote, actually a forum on Thaivisa about the area your are interested in is more helpful. You'll get replies to your questions and experienced board members might know, even if they don't live in that area any longer.
