i need to report 90 days on 14 april,but i will travel to singapore on 3 april,will come back on 13 april,do i need to report on 14 april or report on 14 july?

Since April is past, I assume you mean may. If you travel to Singapore on 3 May and return on 13 May, the 90 day s will reset on your entry and you report 90 days from 13 May. Fprget about the 14th of May, but don't forget to get a re-entry permit.

yes,is may 2013,i already have re-entry permit.so i just report on 11 aug 2013,am i right?

Yes, 11 Aug is correct.. When your reenter make sure that you put your reentry permit number on the arrival card in the area where it asks for Visa Number and write "reentry" next to it. Also make sure that you check the stamp is correct and gives you permission to stay until the date on your old permission to stay stamp before you leave immigration
