This sounds more like a story of inadequacy than neglect. It seems the father did not have the knowledge to care for the baby.

The doctors at the clinic should have advised better (if they did not) how to care for the baby. Maybe they should have kept the baby in to make sure it was hydrated instead of simply giving out pills?

Dehydration from Diarrhea can hit very quickly and more so in an infant this young.

A sad tale :(
