Documents For Non-o - Kl Vs Penang

Most of the discussion is obviously of cases where the non-immigrant O visa comes because of a marriage with a Thai national.

Me: EU passport holder, multiple entry non-immigrant ED visa

Wife: Philippine passport, about 10 30-day stamps

So far I gathered we would need:

1. Application form+photo(s)

2. Passport and signed copies

3. Marriage certificate and signed copies

4. Copies of my passport+visa

And maybe bank statements or equivalent.

Is the Thai marriage certificate from the registration office sufficient? Anything else needed?

Would really like to go to KL (some points to burn at a decent hotel), but if Penang is much better then obviously we'll go there. Would like multi entry but after reading all the discussion, maybe the single will have to do.
