Anyone experiencing poor speeds at the moment ? Over the last week DNS has been awful, now the speed has dropped (I'm throttled to 384 at the mo)

This could be location dependent, so maybe offer an approximate location?

It could be a back-haul issue? CAT may even be unaware of it so notifying them might speed any repairs?

Are you able to try a TrueMove H SIM/plan (50 baht for a SIM, 49 baht for a single day plan) just to verify that the issue isn't limited to CAT. (TrueMove H resells CAT 3G.)

Are there any others nearby, using My by CAT or TrueMove H, who are experiencing similar issues?

What kinds of speeds were you seeing before you were throttled?

It seems to have picked up now, back to my usual throttled speed (upload is a little low)

My usual unthrottled speeds are around 3-4 meg down and 1-2 meg up

Cheers

There are two short/skinny straws, both of which are finite, you have to deal with. One is the available bandwidth through the air which you are sharing with many other voice and data customers - and this might be limited to 5 ~ 10 Mbps (maximum, up and down, and still asynchronous). Obviously when your neighbor downloads a file, or many make/receive telephone calls, the available bandwidth for you is reduced. The second is the back-haul capacity from the serving base-station back into the service providers network. In some cases, say with a microwave uplink, this might be limited to 2 Mbps. In general the service provider will try to match the back-haul capacity with the base-station capacity, but this may not always be possible. Since you are likely sharing this network with TrueMove H customers, who's customer base is expanding more rapidly than CAT's, you should expect to see more variability in performance.
