is it still bring in passports before 13.00pm and pick up passports after 14.00pm ?

or have things changed since I went their last time. (few years ago?)

Consular:. 9:30 to 11:30 a.m. hrs. (Visa Application).
: 2:30 p.m.-3 p.m. hrs. (Visa Collection).
: 9:30 to 1 p.m. hrs. & 14.00-17.00 (Legalization).

people start arriving at 8:45-9 am and wait outside on the street

U pass the gate an sign in but that has nothing to do with the order u get a number,

head towards the first doors and as soon as they open go in and on the right grab a number

Out of curiosity, do they accept visa applications in the afternoon if you're not in particular hurry to get it ie a few days later?

No they do not accept applications except in the mornings - this is true at most Consulates.
