Complain message: ATTN: Thai Govt.
Why in general I would not even dispute your general point -- but "loud complaining" in the face of authority has indeed and always proven the best way to move things along in Thailand. Screaming, even. I wish you luck. -

Hiatus hernia
I always called it a hiatal hernia. So far, not sure if I might have one of these. However, I do recall that I once had a ventral or umbilical hernia. I gave myself this hernia by trying to hit a golf ball 300 yards. This long drive cost me USD5000.00 (1990 dollars) to have it repaired in Naples Florida. Great surgeon. He repaired it by using a wire mesh. Still good, after all these years. My procedure was done in one day. I entered the hospital in the morning, and was out the same afternoon. Avoid driving for about a week, was the doc's advice. Also,.... I have not played golf since recovering from this minor surgery.
