Beaches Late April?

A buddy of mine in coming to visit Thailand the last week of April and is interested in heading to a beach. I’m thinking of picking one of the 3 big islands and/or surrounding areas. My main criteria are weather and sea conditions. Some kind of internet access is a must, he’s on vacation, I’m not. I know Phuket and Samui aren’t a problem, but I have no idea about internet access on Ko Chang.

Nightlife wise, he liked the European Hostel scene when he was there. Last time he was in Thailand he had a good time, but mentioned it was harder to meet fellow travelers. By fellow traveler he really means 25-30 year old females. Although he is mainly interested in relaxing by the beach, a good party at night is a plus.

Any recommendations?
