Anybody have info about the Muang Ngeun/Huay Kon border crossing going in either direction or both?

It's in the far eastern corner of Nan province. I little far from CR!

This was the closest forum to the subject I could find... I have read that you need an arranged Lao visa ahead of time to cross into Lao at this border crossing. Other sources do not indicate this stipulation. I need to know if I can freely cross the border in either direction and get a visa or visa renewal on the other side.
