You can do it 30 days early, but you do not HAVE to do it 30 days early. You can do it anytime within the last 30 days of your permission to stay. It's best to do it early in case you do not have everything required the first time that you go in. The 1 year extension will be added to your current oremission to stay so there's no penality for doing it early.
