Help..! iPad frozen..?

My son was downloading an App yesterday, and now the iPad is 'frozen' on the Settings screen. I can't get back to the main screen, and I can't turn the thing off, and reboot..? I can move through the various tabs in Settings, so maybe in one of them I can restore things..? But I don't know how. If anyone can help, or at least suggest something I can try, I would much appreciate it. Thanks.

I assume you have an iThunes account so connect the iPad to the PC and see if that helps.

Hold down the power button and circle button (the one with the square, the only button) together and it will restart
