July 16, 201313 yr I did a 90 day report in Nongkhai although registered at Chiang Khan ,,Loei provinces I disagree with the posters.I would ask at your local office first. While in Nongkhai the officer told me no but think he was hedging for a tip.I had a visa with a work permit for 4 years as a teacher. After I told him where I taught and that the office in Loei told me I could extend ANYWHERE he extended my 90 days 4 days before it was due...My experience...
July 16, 201313 yr With proof of staying in their area of responsibility you should be able to do it at another immigration office than where you got your extension. I always keep it simple and mail it to my own immigration office, away in another province or not.

July 17, 201313 yr If one can make a 90 report at any immigration office (not what CW immigration told me) can one then just mail the 90 day report to Bangkok (CW) or one of the offices that accept mail reports?

No, you can only mail to the office for the area where you recide. Almost all offices accpet mail-in, as it is allowed by law. (You could in the past, but it is no longer accepted)
