I don't see why not - no idea why so few people on here seem to have been there to obtain a Thai visa, Yangon is a nice place to hang around for a few days. BTW make sure you have USD available to pay for the visa - while you can pay with Kyat for everything else, visa fees most likely still have to be paid for in US$.
