I'm on a non-ed visa.

So on my passport it is stamped with this:

Extension of stay permitted up to JULY 31, 2013

but on the next page on a small paper stapled to my passport it reads:

To notify again on JULY 29, 2013.

Correct me if I'm wrong...

First date is the expiration of my extension, right?

Second date is the report date which I have +/-7 days to report on, right?

So, if I'm correct up until now...

Can I extend my visa and also 90-day report at Chaeng Wattana on JULY 31, 2013 without any fines or adverse issues?

Correct you can extend and make your 90 - day notification July 31, 2013.

Report period is 14 days before and 7 days after.

Yes you can do both in one visit using TM.7 for extension and TM.47 for address report but I would do several days early as extension will still start from normal time and nothing lost and time to fix any missing paperwork. The actual window for address reports is 15 days prior until 7 days after the 90 day due date.
