If you are truly serious about minimizing the political divide...it would be more meaningful to hold the meetings(forums) with all the involved stakeholder representatives, and after that decide on any changes to the constitution and then finally write the so-called amnesty law. But they have the cart before the horse. But to do it in the correct order would take too much time. What is the rush again? oh the troublemaker wants to be able to return home with all past and pending charges dropped.
