Progesterone Cream / ProFeme®

No, unfortunately while you can get estrogen creams here,The only locally available progesterone forms here are:

Utrogestan - oral micronized

Cyclogest 400 - suppository form (that might work for you, especially if you are doing this for PMDD).

Crinone - a vaginal gel, I would assume it could also be used transdermally.

Both the utrogestan and the cyclogest can be hard to source, will need a very large pharmacy in Bkk. Crinone is newly available in country and I haven't located anyplace actually carrying it yet, but the distributor is DKSH.

You can get progesterone gel in Phnom Penh though. I stock up each time I'm there.

You may also be able to get individually compounded dermal progesterone through the various anti-aging clinics, certainly Vita Life at Bumrungrad but it will be very expensive and may have some difficulty getting only that and not a package of HRT (among other things they do the Wiley Protocol there, or did).
