I would translate this:

a person, usually a criminal, who tells the police about other criminals' activities

as:

สาย(ลับ)ตำรวจ

which means an (secret) informant for the police. I mostly hear it without "ลับ"

Grass is synonymous with being an informant; one of a criminal persuasion who chooses to divulge information about other criminals or criminal intent to law enforcement.

I use khee fong ขี้ฟ้อง a lot in the classroom when some kid is trying to grass up a classmate quietly playing on his phone.
