Hello,

my girlfriend (indian) and me (german) want to go to thailand and get a visa on arrival. We want to stay for approximately 10 days, then fly to Laos (or Indonesia) for 2 weeks. After that we want to stay again for some days in thailand. Can we get again a visa on arrival for another 15 days? i couldnt find anything about a restriction for that and dont know how this is handled?

Indian nationals can get a visa on arrival which will give them permission to stay for 15 days. There is a separate desk to fill out the form and get the visa before going to the immigration desk for the arrival stamp. German nationals get a visa-exempt permission to stay for 30 days when arriving by air, 15 days when arriving by land or sea. See here: http://www.mfa.go.th/main/en/services/123/15396-Tourist-Visa-Exemption.html

No problem to get both of them more than once.

Others at border with Burma and Malaysia. None for Cambodia.

Is it compulsry to have flight tickets to another country when you arrive? Or can you also say that you will leave by landway (maybe with traintickets or so)?

It is not compulsory to show the immigration officer a ticket out of Thailand on your arrival. However, the airline can refuse to check you in for your flight if you have no visa and no flight ticket out of Thailand within 30 days from arrival. One of the requirements for a visa on arrival is a ticket out within the 15 days. They can ask for it when application is made.

I suggest your friend get a 2 entry tourist visa, Cost would be the equivalent of 1000 baht per entry (same as VOA). With a visa there is not need for a ticket out of the country.
