my passport was stolen and I paid the fine in court and was told I was welcome to stay in Thailand after getting new passport and visa but the immigration police took me to IDC instead of the USA embassy because I did not have 6000 tbh to give them and then I came back to USA and got new passport and was told by the embassy that I was welcome back anytime after getting new passport.

I guess that there is more to the story since having a passport stolen does not usually end up as a court appearance.

If the court case was purely overstay then it would be very unlikely that you were blacklisted in anyway.
