November 20, 201312 yr Yes, but depends on how many other Thai persons are working there. The norm is 4 Thai persons for 1 work permit and if married 2 Thai employees for your work permit required.

It is only needed for extensions.

November 21, 201312 yr The OP did not mention the exact status of his wife's business, but I believe that if she is registered as self employed/a sole trader, then it would not be possible for her to have employees per se, but just workers who were are also self employed themselves. If the business is however a Thai Limited Partnership, then it should be posible, if necessary, to add registered capital to cover a Work Permit for a third party foreigner, but it would also require a minimum of 4 Thai employees on the books.
