Yes, you can. There is a small brewery here in Junceylon, Patong, "Fullmoon: We brew our own beer". They produce about 4 different beers.

If you have a license to brew then it is legal, if you do not have a license to brew then it is illegal and therefore any discussion of brewing without a license is a discussion of illegal activities:
