A friend of mine is a second deck officer on merchant ships (usually petrolchimichiere or bulk carrier) and enable master on vessels of less than or equal to 3000 and tons.Could anyone knows if his jobs is permitted here in Thailand?Thanks for your reply.

All merchant vessel officers who operate on international vessels require certification in accordance with STCW-2010 (Google it ). It allows lesser qualified officers to be employed in a higher rank on smaller tonnage vessels. Thailand is a signatory to this international convention and all their officers should be certificated according to their rank and the size of the vessel they are employed on in accordance with the convention.

Short answer: Yes, with the appropriate STCW-2010 certification
