Until he gets custody papers, visa-exempt with border-runs is currently permitted "unlimited," for now, at safe-crossings and agent-assisted crossings. Only if flying-in or at Poipet/Aranyaprathet are there reports of denied-entry. Of course this might change in the future. Also, "Visiting Family" is now a specified legal reason for using visa-exempt entry. He could bring the kids birth-certs with his name on them with him, in case of an issue. -

Well on the covering note to the email it says "(if applicable)" so as you are NOT a US Citizen then you don't have to submit those is how I read it. -

Tips on dealing with the regional SSA office in Manila
There is an excellent book called Get What's Yours: The Secret to Maxing Out Your Social Security by Laurence Kotlikoff. I bought an actual hardcover version but gave it away and downloaded an EPUB version. Not knowing every nuance of SSA, I can't swear that he does cover it all but I would be willing to bet there's not much left out. It's much better than watching the YTube guy mentioned earlier. That YTuber is not proficient at presenting his content.
