Pw apn is true true but when u entering same on thetering it sill not let me open a hotspot

When I want connect to my old Mac mini 0s 10,6,8 USB connection not work I updated latest iTunes also not help!

Paired bluthooth between iPad 4 and Mac mini success and connected but also not work!

Do you think there's specific APN settings for "hotspot"? There's a page listing some settings here: http://support2.truecorp.co.th/detail.aspx?document_id=366 , don't know if it's correct though.
