Immigration at Chaeng Wattana should be able to provide it. Take your rental contract, they will send it registered to your home address with a week or two so better hurry.

New car or used, cash or financing, car lot or private? If financing you will need Thai guarantor. As stated Work Permit should do for address. Some car and bike dealers do not seem to know this and insist on Residence Certificate.

Your work permit, if you have one, should also work as a certificate of residence.

CW-road is of course closed, you will need one of the two other offices in BKK.

They will only accept a certificate of residence from immigration or your embassy.

If you are on an extension of stay and have made 90 day reports to Bangkok immigration you can get it at one of temporary offices.

You will need to complete this form: http://immigration.go.th/nov2004/download/pdf/res_cert.pdf

I had to get one a couple a weeks ago, went to Ladprao first but they told me they did not do them there so I had to go to Suksawat. They told me I could only have one if I did my 90 day reports in Bangkok (I do), had to pay 200baht and had to phone back a week later to see if it was ready for collection. They said they could not post it.

If it is your first extension of stay (it is not a visa) they might do it without a 90 day report being done.

If your embassy can do one for a license they should also do one for the purchase of a car.
