Green slime on washing machine coin slot?

I'm doing laundry at the moment and I am really puzzled about some green slime someone put onto/into the coin slots of all washing machines. Some of that stuff dripped to the floor leaving a gooey puddle. It hasn't been put on the padlock around the coin collector.

I wonder... can they open the coin collector this way and steal the money? For a couple of 10 Baht coins? There is 3-4 cameras pointed at the machines by the way.

It is still working though as I'm doing the washing right now. The slime might also be brown or orange, I am a bit colourblind but it is definitely some kind of neon bright.
