The border crossing is open every day of the year. It does not close for holidays.

If you mean the immigration office it will be closed from the 14th to the 16th for the holiday.

On a related matter, has anyone ever crossed at the second Thai-Myanmar friendship bridge just outside Mae Sai? It's been open for a number of years but I've never heard anyone crossing there nor even anyone who's talked about that bridge. Why not?

I went for a closer look and was quickly shooed away

so did i in 05 and they did the same to me !

Strange, but I found this picture (see below), which suggests that cars and motorcycles are allowed across (even if only in theory). I am involved in the logistics business and have never had any problems crossing borders between Thailand and other countries using a vehicle to transport goods, although Mae Sai has never been a crossing of interest to my business, mainly because you can't really get anything to/from China as the border between Myanmar and China at Mongla/Daluo has not yet been upgraded into an international crossing, not to mention the numerous checkpoints on the way there. Hence why going via Laos is the way to go for now.
