BANGKOK: -- CARETAKER Deputy Prime Minister and Foreign Minister Surapong Tovichakchaikul, as the adviser to the Centre for the Administration of Peace and Order (CAPO), said the CAPO might set up a war room, especially to keep an eye on the rival political rallies on Saturday. However, the police and military force deployed currently should be enough to handle the situation.


United Front for Democracy Against Dictatorship (UDD) chairman Jatuporn Promphan warned that Saturday's red-shirt rally was just the beginning of a show of force and the number of red-shirt protesters would multiply for the next rally.

The military top brass yesterday held a meeting to discuss plans on how to handle violence stemming from mass rallies.

The discussions were not revealed.

Jatuporn has vowed to mobilise up to 500,000 protesters to rally at Aksa Road on Saturday in order to avoid clashes with anti-government protesters who are camping at Lumpini Park.

"The number of protesters will multiply for the next rally. We will rally on the most beautiful road so that we have the most beautiful picture of protesters facing the Buddha statue. The huge masses that spring up on the roads in protest will shake the residences of the 'courtiers' like an earthquake,'' he said.

He said the rally on Saturday was actually a rehearsal or a ceremony aimed at boosting the red shirts' morale and disgracing the enemy before a battle.

"This is not the time to reach breaking point. But we want to tell people who back Suthep to stop doing that so that problems end,'' he said.

Udon Thani red-shirt leader Kwanchai Sarakham (Praipana) said he and Suporn Atthawong would lead 1,000 Democracy Protection Volunteers to guard the red-shirt rally on Saturday. The volunteers are red shirt-trained guards.

Responding to a reporter's question, Army chief General Prayuth Chan-ocha said yesterday the military could not oust the caretaker government, just as employees cannot oust company executives if they disagreed with them.

Prayuth was speaking before a four-hour meeting of the military top brass to discuss the country's political situation. The service chiefs did not give interviews after the meeting.

Asked to respond to a call that the military reject the power of the caretaker government, Prayuth said such a proposition was not allowed within the legal system. "It is hard to answer the question because if we accept [such a proposition] it means we side with another camp. Suppose you are a worker and you disagree with your company executives, do you dare to oust them? You have to do your duty without criticising too much because you need to maintain your status so that you can do your jobs," he said.

Prayuth was asked if the military would quietly mediate talks between caretaker Prime Minister Yingluck Shinawatra and anti-government protest leader Suthep Thaugsuban. He poked fun at the idea, saying he could not because both were too big to move, but "We have to help them find a chance to talk. Anything can happen," he said.

An official of the CAPO, Sirima Sunawin, said the centre had called on members of the public against joining the rally of both political camps for their own safety. The agency also cautioned rally leaders against mobilising protesters because if any offences were committed during the protest, the protest leaders would be held responsible.

Yingluck, who is also caretaker defence minister, yesterday held a meeting with security officials, including permanent secretary of defence General Nipat Thonglek and Lt-General Paradorn Pattanatabut, as the incumbent secretary-general of the National Security Council while Thawil Pliensri's reinstatement is pending royal endorsement.

An optimist might have hoped that CAPO already had a war-room, indeed is essentially a war-room itself, and that "might" would be "would" set one up.

But hey, TiT & Chalerm's in charge, so what the heck ! facepalm.gif

Exactly, I understood that when CAPO, in its various guises, opens it does so as a 5 star catered war room.

TIT, a war room within a war room. Will the real war room please stand up.

The longer I stay here and the more I read about the adventures of Thai politicians and bureaucrats, the more I am convinced that all of them are clueless. They all seem to have the mentality of 8 year olds. Pathetic

The only hope lies in improving education for all.

This is another apparent money hole/source for those with access to the funds. The CAPO is reported to have spent close to 1 billion baht to date and are looking for more.

This government has been given multiple verbal warnings for actions by the players, plus a yellow card or three, and even the "'coach"' has been warned, It appears that this is one of those collection of misfits that can only understand being red carded, diqualification for extended time frames, or in some cases a life time ban.

Many members of this government may be equated to chilren, as parents we are aware of our limitations in guidence and displine of children. Even with best intentions some children end up deliquent, thugs, thieves, addicted to drugs, etc and must be dealt with accordingly. The tough love approach has proved to be not successful, its time to throw the book at these blood suckers.

Would that be to coordinate with the UDD war activities? The head of the CAPO has been promoting the UDD rallies and threatening the anti-government protestors after all.

The longer I stay here and the more I read about the adventures of Thai politicians and bureaucrats, the more I am convinced that all of them are clueless. They all seem to have the mentality of 8 year olds. Pathetic

The only hope lies in improving education for all.

Yet the politicians & burocrats & hiso business-types are the ones, who've had a decent education overseas, yet seem not to have benefitted from it ? blink.png

War room,so theres going to be a war?,would it not be better calling it

a coordination center or something else less ominous,Thais always so

dramatic,must have been watching old World war 2 movies.

The war room will probably just be an air conditioned room with big sofas, big screen TV, and a mini-bar (and maybe a pole dancer) so the CAPO high-rollers can watch and make bets on the protests. Word has it the Redshirts are a 2 to 1 favorite.

Chalerm has a record of asking for additional money for any assignment/position requested by, or given to him. When he was Interior Minister and RTP were assigned to guard/monitor rice storage facilities, he allowed he needed several hundred million baht in additional budget. This was approved by the cabinet, on which he was serving, at the time,

Now all of the police personal required were on public payroll at the time, thus travel and per diem would have been a realistic request. But when the request was made and approved, no one in the Ministeries involved knew how many storage facilities there were, where they were located, (this was verified when the storage facility count varied from 1900 to 2900) much less how many policemen were required. When this man is involved in anything, its going to cost the taxpayer dearly with virtually no accounting for total sum spent nor what it was spent for,

The longer you stay here the more empty promises on education you will hear also , the idea is to have a poor standard of education ,is to keep the peasants dumb down, they also don't ask the right questions.

In short, Jatuporn knows already that the 5 April UDD rally will not get near the numbers of support that the 29 March PDRC rally had.

Even if they pay each 'demonstrator' 5000 baht to be there, a lot of people have hopefully wised up and remember what the reds did in 2010. They know violence follows the reds, they know they could get caught in the middle and they know the army will use force against force. Not worth dieing for a few thousand baht. Sadly there are still a lot of idiots out there and those who want and enjoy violence.

PDRC don't get paid ( apart from the guards before the red loving sheeple pipe up ) and they still get a good turnout, says a lot about the strength of feeling. !

According to red leader Anuwat Tinarat 200,000 is the new number, down from 500,000 yesterday.

Jatuporn has placed himself in a very embarrassing situation. Two days ago, he rashly predicted that 500,000 red shirts would gather in Bangkok on Saturday - in other words five times greater than any in the UDD's history. Yesterday, he seemed to back away from that utterly incredulous prediction, and now calls it a " warm-up ". So Suthep's cunning offer that the PDRC would quietly step down if the UDD gathers more people, has unsurprisingly and unceremoniously bit the dust - big time - scattered in the winds thanks to the wild, wild world of Jatuporn's bluster and imagination. Thaksin's cousin, meanwhile, is clearly extemporizing at this point. He thinks CAPO " might " operate a war room. The question is - would anyone notice the difference ?

The UDD has failed at the most basic level. Their whole argument is based on the idea that democracy is somehow strengthened by going after the legal checks and balances of the independent agencies. They believe democracy is somehow strengthened by resisting Criminal Court rulings, Civil Court rulings, Supreme Administrative Court rulings, and Constitutional Court rulings. They have a funny idea of democracy : buy votes and ignore the law. That is what they're fighting for.

I still like to know how you administer peace and order.

"Sit down and be quiet!" ? I try that with my 5 year old - doesn't work.

CAPO and Adul will likely declare 800,000 red shirts even if there are only 5000, they will say that last week PDRC had 30,000 even if it is 2 million, so please step down Suthep.

Only stupid people think everyone are stupid.

I bet Chalerm is the one to stand up and announce the official figures.
