Why is it that Thai language topic titles are brutally cut short, whilst English language ones are permitted to be much more fully endowed?

For example, my topic หมูสะดุ้ง (9 characters) is mutilated to the meaningless หมูสะดุ้... (8 characters plus 3 unhelpful dots - longer than the original). Yet "CHANGES TO BRITISH PASSPORT SERVICES IN THAILAND" is a priapic (and rather shouty) 48 characters.

Surely, in the interests of interracial tolerance, should not all chopping should be on an equal basis?

(Please pardon the use of Thai script, but without it the topic wouldn't make much sense.)
