Yes, you suppose to be fully dressed. The Thai way. Without a winter jacket, they rarely go to the beach, and long jeans and t-shirt is the bear minimum if you also want to "swim". The only exception those naked go-go girls, but judging from police reaction, that must be probably urban legend only...else they would not worry about some farang in baiting suits.
