France provides US$109m for fight against Aids, TB and malaria
The Nation

BANGKOK: -- France has recently contributed US$109 million (Bt3.5 billion) to help Thailand in its fight against HIV/Aids, tuberculosis (TB) and malaria, the French embassy's press section reported yesterday. Of the contribution, $59.3 million was allocated for HIV/Aids, $22.7 million for TB and $27 million for malaria.

The French president has recently said that he would renew the annual 360 million euro (Bt16.11 billion) contribution to the Global Fund to fight Aids, TB and malaria for another three years. France had been granting more than $4 billion to partner countries through the global health initiative UNITAID and the Global Alliance for Vaccination and Immunisation.

France has also provided 95,283 euros for two expert missions with Chiang Mai University, 611,000 euros for a research programme on malaria therapy in Mahidol University and another 850,000 euros for a vector tolerance survey involving Kasetsart University.

Let's hope the aid comes as medicine, equipment and staff otherwise the French might find how many magicians there are here when any cash just disappears.

No cash should ever be given as aid in Thailand. Unfortunately, Thais have established "midnight PXs" where they "liberate" commodities into their black economy and change it into cash with no auditing, accountability or transparency.

Something doesn't seem right. The official announcement is different.

The G8 set up a Global Fund (Fonds Mondial) for the diseases mentioned, of which France is a major contributor. The US$109 referenced are to be granted over 3 years and are from the Global Fund. According to the French press release;

La quote-part du contribuable français à cet appui multilatéral pour la Thaïlande représente 14,8 millions USD

Translation: The contribution from the French for this MULTILATERAL effort is US$14.8million.

That's approx. US$38 million per anum of which France will provide a little under US$5 million.

The French have not claimed to provide the full amount. It seems that someone misread the announcement which was written in French and Thai.

If I have it wrong, please correct me.

I wonder whether France is doing this for altruistic reasons, love of humanity or they have a re-surge of the above AIDS, TB and Malaria?

Just wonder...

What will actually happen to the money is another matter.

This just beggars belief.

Giving out a $100m to this mob of shysters!!!!!

They'll all be in a lather now wondering how to 'divvy' it all out.

Akin to giving a $100 to a desperate alcoholic or smackhead and accepting their assurances they'll use the money to buy food and a nice place to stay for the night.

It's not big money by French standards but if I was a French citizen I'd be questioning why my government gives out money to one of the most 'graft and corruption' ridden nations in the world for whom the words, 'responsibility, accountability and transparency' mean absolutely zilch.

Total and utter disgrace

Cars, tickets, resorts, 3.1 billion

Miscellaneous expenses (uniforms, needles, training) 300 million

Expenses for medicine and treatment, 100 million.

Sounds about right for Thailand! coffee1.gif

Don't get your panties in a bind. Why must you "assume" the worst? You don't know how the French will administer and audit these funds.

Don't the French understand that most of that will be skimmed off and siphoned away into offshore bank accounts?

Let's just assume that France know what are doing and the money is used properly.

The thing that bothers me is that, how many Thais actually know about this handout and all the others that have come from western countries. My bet would be that very few know.

Thailand is no longer a third world country and should in fact be in a position to help their poorer neighbours, let alone accepting money.
