Multiple Non-O at Savannakhet

Hi,
I've got a mate who has been doing visa runs, and then extending for 2 months based on marriage/children, for the past 3 years. But with the upcoming in/out changes has decided to change to a Multiple O Visa based on marriage, and he'll goto Savannakhet to get that sometime next month (As I've heard that they don't require proof funds there).

What documents will he need?

Also would his wife/kids need to go with him as well? (His kids are young, so don't have passports/ID cards yet, and his wife doesn't like leaving them with babysitters unless absolutely necessary)

No problem to get the multiple entry non-o based upon marriage. They do not ask for financial proof.

He will need the original and a copy of his marriage certificate, Signed and dated copies of his wife's house book and ID card. A copy of his passport photo page, a completed application form and 5000 baht.

His wife does not need to go with him.
