ubonjoe
If you are citizen or resident of China you could do it there. Info here on consulate website: http://www.thaiembassy.org/guangzhou/th/services/940/18976-VISA-%7C-%E5%85%B3%E4%BA%8E%E7%AD%BE%E8%AF%81%E4%B8%8E%E8%AE%A4%E8%AF%81.html

ubonjoe
There are many place where you can go. But your paperwork may be addressed to only one place. If you travel anywhere it is going to cost you. Laos is probably the least costly.
Aldebaran1981
Ah ok... It's not clearly stated in my papers where it is addressed. The consultant claims Laos only but I do not see it stated at all... Sent from my iPad using Thaivisa Connect Thailand
Maestro
The consultant? It should be the school where you are enrolled to give the required documents and one of these documents should be a letter from the Ministry of Education addressed to a Thai consulate.
