I currently have one double entry tourist visa from my home country and I would like to apply for a new one in Vientiane. (Or Savvanakhet if I'm more likely to get it there)

I do not have a Thai bank book, will this stop me from getting the visa? Can I use a bank statement, ATM slips or Western Union form instead? And in general, is it still relatively easy to get a Double Entry Tourist Visa (having just one previous visa) from home?

You should be able to get a double without the need for a bankbook. It is still easy to get.

No problem to get another 2 entry tourist visa in Vientiane or Savannakhet.

You should not need the financial proof but what you mentioned will be accepted.
