As for "losing money" - I see the baht buses in Pattaya making a lot more money than a lazy Phuket tuk-tuk driver who sits around all day waiting to rip off one tourist for a days wages. The talk was about Thailand's main tourist areas becoming "Special Economic Zones" and therfore exempt from such things as 2am close of bars, and I suspect, casinos would be allowed in these zones.
