First step is to investigate how to serve the Thai community en individuals. How to respect and comply with laws (more than only sit at a traffic light collecting money for not wearing helmets and neglecting red light), prevent unsafe situations by being pro-active and maintain peace and safety in public life. If the police has gathered all the duties they should have then is the time to look inside their organisation and rebuild and educate the policeforce. Preferable under guidance of an outside advisor from a country who has a long lasting succesful police organisation.

I do suggest they crackdown on loan sharks first. Just do a sweep of all the bank accounts of the 3 highest rank officers from each station by the a NACC special branch, and also allow police officers to make anonymous reports against corrupt superiors. Then lock the lot of them up and sieze their assets.

Strip them of their job and everything and kick them out on the street after 6 months hard labour.

That'll clean it up.

BTW.... Where the hell has Chalerm and his sons got to?.... Not a dicky bird about him since they were detained and they certainly have not been released so far as I can tell.

The military must have something rather big on him/them.He may well be 'singing like a canary' .... Certainly would be the best person to put the screws on if the military want to take out Thaksin, and I have a feeling Thaksin's departure from his mortal coil will be quite high up on the agenda.

When you have to pay a fairly senior police officer a back hander just to take an interest in a crime and then at the end of the day does nothing except take statements, promise on numerous times over a period of three months to arrest and charge the offends of a serious assult and finally does nothing what can you do. I know this to be a fact as I was the one who was seriouly attacked and because the police sat on their arse I am now the one having to pay a lawyer to fight the case on my behalf which I would not have to do if the police had charged and arrested the person/s in the first place.

On a different note someone said paying the police a proper wage would help but I do not thing so because even if you gave them a 400% increase in salary they now are so imbedded in crime themselves they would continue to take bribes and earn even more money.Yes give them a proper wage and then monitor all their activities, check their bank accounts and where you find an officer with more money than he could earn legitametly then have an enquiry of how he/she had got all this money and when proven by ilegal means send them to jail for a long time and throw them off the force.

As for the top man at the RTP if he thinks he can clear up all this corruption by the end of the year he is living in cloud cuckoo land.

One day and NOT in my lifetime it may be possible to clear up a lot of corruption but never all.

Call me pessimistic if you want, no worries, but Thailand is not going to change anything within 20-30 years. To implement these wonderful changes the General has in mind would mean deleting Thai culture, locking up half of the population, overhauling the entire educational system, reforming the tax system and making the rich pay their duties, etc, etc. How on earth are they going to do all this? How are they going to change the populations minds? How can you change a rather egoistical person who only cares about his/her own family into an all loving being who cares about the whole country/world? I'm off to have another nap. When finished reorganising the RTP it still will need continuous monitoring on all levels. Both street coppers and high ranking officers need to be kept sharp and corruption free. A nearly impossible task. But so far the improvements are big.

What about the wheelclamps in BKK? Still putting 2500 per day? Or are they shelved again? Would like to read some follow-up.

As always plans are great, on paper.

Let's see how much effort goes into implementation but a change of culture honed over a couple of lifetimes isn't gong to be easy or made easy for those who actually try.

It is going to take another three life times to bring this into operation , within the next twelve months Thailand will be back to business as usual.

If you've got a corrupt agency, the last people in the world you want determining reforms are..... the people in the corrupt agency.

You need an external entity to lead and manage it, same as the Army stepping in to end the last government and will, I hope, provide some oversight for the reforms in the next government to keep them on track.

I can respect that General P. needs the police to continue operating, even though he knows it's rotten to the core, and this is a predicament. Can't sack them all and start from scratch, so he's embarrassed them publicly as do nothings, tossed a few senior ones over the side, and told them to get their shi_te together - then watch and see what they do. He's got a few other things on his plate I reckon.

Meantime, enjoyed the this photo of the BiB meeting to discuss how they will reform themselves. They've apparently not decided exactly what they are going to do yet, but are able to say they'll be done with "it", whatever it is, in 6-month's time.

And at the conclusion of this reform it will go from the police serving 1 person to serving 66 million people.

One can be assured that after reform there will be no longer a hazy line between the criminal and the policeman.

One can be assured that after reform the Thai Police Chief would harshly denounce and distance the police force from a policeman named Sergeant Major Daeng' after he shared his "good news" about the terrorist attacks in Trat. With Daeng being terminated from the force and charges laid against him for inciting unrest amongst other charges of conspiring with criminals.

And finally one can be assured that the person in the below photo would not be allowed to have the photo hanging up in his office at work at the RTP headquarters that sends a clear message to a police force that the definition of "to serve and protect" is directed at criminals from one side of the political divide, but to "arrest and persecute" is directed at criminals from the other side of the political divide.

At last "To Serve and Protect" will mean everyone, not just an accused mass murderer, accused terrorist convicted criminal fugitive.

Why is Thaksin just wearing a bathrobe during that decoration ceremony. What happened before that picture was taken?

It is what one wears when one has reached the heights of wealth that Thaksin enjoys. I expect he had just enjoyed a nice long soak in his tub and I think he looks very dapper, actually.

yes but not only the police. Just about everything. First of all,besides the police, also the judiciary and the army itself which are amongst the most corrupt institutions in Thailand.

If Gen. Prayuth will recognize the army itself needs to be cleaned up (not just everything else) I promise I will say "Bravo !" to him.

To my mind, a priority is to weed out all the unproductive fat-cats in the upper echelons, and institute a proper chain of command. One only has to see some relatively small-time crook captured and there's a photo-opportunity for a half-dozen or so of Colonels and Generals to stand there looking smug; whereas in reality they had next to nothing to do with the apprehension. How many generals are sitting in 'inactive posts' when really they should be retired and pensioned off? Asking them to participate in this pruning is ensuring it won't happen - they are not going to put forward a massive redundancy plan to reduce the top-heavy structure.

A guide, a police chief in each changwat, a colonel in each amphur, a major in each tambon, and majors/captains to run bigger stations. Special divisions and branches to scaled accordingly. I think they would be guided by looking at some European police commands.

No no no. That cannot happen. The "authorities" would rather re-invent the wheel than improve it! Cannot learn from farang way - hell no! Farang does not understand Thainess. OMG.

I have no doubt what you say is true but I think you will if you check the bank accounts of the 2000 generals you will find funds that their wife won at an Australian casino. In order for real and meaningful reform to take place, within these ranks, the government has to get serious, and budget the money for this to happen. I spoke to a friend of mine, who knows a police captain, in a small station on Samui. He earns 10,000 baht per month. He has 10 men working under him. His regular rank and file guys make 8,000 per month. This is minimum wage. The equivalent of $6 per hour in the US. How does the govt. expect to attract talent, and keep them, with the expectation that they will not try to extort money out of the public to survive, on a salary like this? In addition, I have heard stories of police captains spending their own money for improvements to their main office, as they could not get the money from the govt. And I hear the officers are required to buy their own guns, gun belts, etc? Insanity is what this is. Also required will be massive reform of the forensic depts. Tens of billions of baht will need to be spent on equipment, up to date labs, technicians, etc. Overseas training, and where else can I go with this? The possibilities are limitless, as the level of reform required to get this dept. to world class standards is immense. So, do not say you are serious about this, unless you really are. All else is lip service.
