Not quite new.

A while ago there was a story about certain nationalities (e.g. Vietnamese) to show funds in cash at Arayaprathet border.

A far as I remember the requirement was dropped.

BTW, not only in Thailand:

Thais who travel to South Korea [Republic of Korea] (visa excempt) are asked to show cash on the distinction of the immigration officer.

Its well known that some of these "tourists" are actually going to work illegally.
