Not sure when the flame extinguishes but I've never actually seen one come down while still lit.But I could see how they could definitely be a fire hazard during the dry season when some errant air current brings them over a farmers field. Maybe it was lit. in Thailand and released, it circumnavigated the globe before landing in New Zealand the following winter. Although as stated, how it came down still alight is another question given the altitudes they reach.
