Most floating candles I've seen usually are let loose on a beach and float out over the water.

Not sure when the flame extinguishes but I've never actually seen one come down while still lit.
But I could see how they could definitely be a fire hazard during the dry season when some errant air current brings them over a farmers field.

Why did it come down still alight? They are at peak altitude when the flame goes out.

Why didn't the horse avoid it? Horses usually run away from burning objects.

Sounds unlikely!

and the horse got a blanket so it doesn't freeze (in Thailand) very unlikely.

Maybe it was lit. in Thailand and released, it circumnavigated the globe before landing in New Zealand the following winter. You see, clearly you haven't thought this out too well :P
