Political timeline is starting to look clearer

BANGKOK: -- THE TIMELINE for Thailand's politics over the next 18 months now seems to be clearer, given what has been drafted in the provisional constitution that is due to be announced soon.

According to the draft, and what has been announced by National Council for Peace and Order (NCPO) chief General Prayuth Chan-ocha, the country will have a new permanent constitution next July, while an elected government will be formed by the end of next year.

Under the provisional charter, a National Legislative Assembly consisting of 200 members will act as the Parliament. It will select the prime minister, who will set up the Cabinet.

The NCPO will remain in power and work in parallel with the government until the new constitution is announced.

Meanwhile, a 250-member National Reform Council will be formed, with the goal of the selection process being to get qualified, knowledgeable and experienced people from all sectors and all provinces as council members.

The selection process and the formation of the council could be completed within about two months of the proclamation of the provisional charter.

The reform council's work will start in early October and look into all areas, including politics, economy, social, environment, energy, and the justice system.

It will provide a report with suggestions to a constitution drafting committee, which will draft the new charter over the next 10 months.

A well-informed NCPO source, who asked not to be named, said the provisional charter was the result of a collaborative effort between legal expert Wissanu Kreangam and the junta.

They deliberated together on the power of the administrative, legislative and judicial branches and the work of judges, as well as on the monarchy and an amnesty for the coup-makers, said the source.

The 45 main articles of the draft provisional charter, and the other five articles of the law to be announced, have been scrutinised from all angles, he said.

"It must be acknowledged that |there will be people who agree and disagree with the provisional charter, especially on the power of the NCPO," he added.

"The drafting of the provisional charter is aimed at enabling the country's administration according to the rule of law, and allowing national reform in all its aspects.

"Then, it would lead to a new permanent constitution following suggestions by a National Reform Council," the NCPO source said.

The source also said that those armed forces commanders who are due to retire at the end of September had agreed they would not stay in their posts beyond that date.

However, whether they adhere to this would depend on the situation at the time, he added.

Another charter....a new government possibly one day in the future....and then come the charter amendments again........

Hopefully, there will be provisions that do not allow amendments for a period......

The "selection process" will be to get "qualified" Thai leaders on the reform council. That sounds like it may be tall orders unless they stack the deck and shill.

It would be advantageous if they could include a rough date for the next coup in the timetable.

The only thing that will change Thailand is education, education, education coupled with complete freedom of expression so that ideas can be fully and frankly developed.

I can't believe that I am saying this, but how about postponing elections for a couple of years? Corruption so deep it will take at least that long to make significant dent in that part of the culture. I think benevolent dictator is a well fitting model for this culture. Beats "banging on the bongos like chimpanzees" (Money for nothing and the chicks for free) that parliament usually is.

I can't believe that I am saying this, but how about postponing elections for a couple of years? Corruption so deep it will take at least that long to make significant dent in that part of the culture. I think benevolent dictator is a well fitting model for this culture. Beats "banging on the bongos like chimpanzees" (Money for nothing and the chicks for free) that parliament usually is.

In principle I would agree, the current regime should maintain a firm hand while weeding out the corruption, nepotism, back-door deals, and promotion at all levels and in all government organisations while at the same time uncovering and prosecuting all those currently or previously involved in any corruption, any family members showing unusual wealth and those in a position to influence or control manipulation of tax payers money for their own benefit.

Clean them out, gaol them, sack them , take all assets not legitimately theirs, no slaps on the wrist or moves to inactive posts -- out out out with no re-entry ever allowed.

People have to be shown and learn how honest (as honest as you can expect) politics, business deals, government contracts are undertaken and be shown that at the end of the day it's in their own interests - better roads, transport system, medical care, education and possibly one day old age pensions and proper care for all Thai people.

I know - a vast number of posters are going to say but - but - but , but there needs to be a starting point otherwise nothing will change -- ever.

Not sure if I agree with the army staying that long but they should defiantly be a strong point in the monitoring of the provisional government. Also when they select a member for the cabinet select him or her based entirely on their qualifications. with the understanding that it is a permanent job not a perk. If treated as a perk a life time political ban will smarten them up.

The general has already indicated that he will monitor the provisional government. It's going to be a bit like a dual control driving instructor car. I shouldn't lower the example to that level but it will help the PTP/UDD apologisers to understand. Look at the definition of democracy below. We have had more of #3,4&5 democracy in 6 weeks than in how many years under the shins? Personally Thailand deeds to define 1&2 a bit more for it's corruption loving tolerant population before it goes back there again.

Anyone know who is Wissanu Kreangam, the creator of the new provisional charter?

He has to be a puppet of the IMF New World Order (most of you think of them as USA government. They've infiltrated the US the hardest because of their military might and operate through there puppet leader which is Obama right now until they put the next in place),,,no doubt about it.

This Junta has come in and done way too much too soon. They've been coached all along. It's been easy here in Thailand, almost like it's been in the US to take their rites away. Just look really close at this new charter and see there'll be rights taken away. Home invasions legal as will be phone tapping like in the states.

I <deleted> moved here because it looked like there was a bit of freedom left. Instead of calling me a fool just remember what I've said and see for yourself what comes of this. This Junta is too organized to work alone. Google and You Tube away you people, please.
