Over the years I've heard numerous droughts and floods declared. On two occasions in the same year. Well, 11 days ago a drought was declared with reservoirs at 30 percent capacity. Yesterday they had floods.

Now the question is, will they manage to pull off the circlebird and have both going at the same time? Maybe we should place bets?
