The new visa rules don't apply if you already have availed visa? I.e going to use my 3rd and final entry on my triple entry! If i go to Cambodia to do of as I did in the past should he fine right ?

No, even with a visa it still aplies.

But no problems yet at the Cambodian border.

If you have a ticket to your home country, take it with you to show you intend to leave Thailand at the end of the toruist visa.
