ONCB to buy a new car for student mistakenly shot by policemen

BANGKOK: -- Three policemen who mistakenly shot at a female student as she was driving a car in a bungled drug bust attempt have been transferred and placed under investigation, said commissioner of the Office of the Narcotics Control Board Pol Gen Pongsapat Pongcharoen on Sunday.

He added that the ONCB had also agreed to replace the victim’s car with a new one because her car had sustained gunshots fired by the three policemen as they gave her a hot pursuit and tried to stop her car.

The three policemen were identified as Pol Sub-Lt Supote Thokate, deputy inspector of Bangchan police, and Chamnien Khandaeng and Rasamee Theptha, both acting sub-lieutenants. They were reassigned to desk jobs.

Pol Gen Pongsapat said the parents of the student did not make any complaint against the three policemen but only warned the ONCB to exercise more caution in the use of firearms by its men and do not let such an incident to be repeated.

However, former Bangkok Senator Seri Suwanpanont suggested that the three cops should be fired instead of being transferred. He asked what would be the police response had the victim been killed.

Writing in his Facebook page, he urged a speedy investigation of the case, hoping that the ONCB would not drag its feet and let the case be dropped once the people have forgotten about the case

"...both acting sub-lieutenants."

What is that?

"...both acting sub-lieutenants."

What is that?

It means they were acting. Not real cops, just lieutenant wannabees. w00t.gif  They obviously can't shoot, either.

Acting police! as in not real.

Royal Thai Police to buy new car for student

BANGKOK: -- Pol Gen Pongsaphat Pongcharoen, deputy national police chief in charge of narcotics suppression, said the Royal Thai Police will buy a new car for the female university student whose car was shot and damaged by police.

He said police will also take care of the repairing cost of two other damaged vehicles.

On Saturday, three plainclothes policemen tried to force the student, Apeesada Sajphanroj, to stop on suspicion that she was trafficking drug. She was frightened and tried to flee, prompting the policemen to fire at her car and the car's tyres. She also hit two other vehicles while trying to flee.

So now we have a precedent, police damage private property because of the poor / wrongly enacted 'police' work and the police will now replace the car or whatever.

Hope there's no double standard, meaning that all future 'victims' get the same care.

There is also the matter of the police not identifying themselves, which is surely very illegal.

Such professionals.

Hope there's no double standard, meaning that all future 'victims' get the same care and restitution. That leads to budget, do they have the authority to allocate their budget allocation such things? Somehow I doubt it.

At least they hit the car and luckily missed the student.

Two cops outside my house in Phratamnak last year shot at a car from opposite sides of the road.  You guessed it - one cop shot the other.

dear parents of student girl, shut up, say nothing and well replace the car,, or else

And what is it about the female student that attracted the attention of former Bangkok Senator Seri Suwanpanont?

One way to get a new car but fraught with danger.

Don't think this will count as populist.

Perhaps the police should also amend their rules of engagement: Identify yourself as a policeman, at least when you draw your gun.

"her car had sustained gunshots fired by the three policemen as they gave her a hot pursuit and tried to stop her car."

gunshots? Look at the state of the tailgate! That's been impacted, and not by a car nor a few bullets.... nor feet. What the heck did they use?

Another report said that she when she tried to back up to get away, she slammed into a Benz.  Hence the damage to the rear of her car.  No mention if the cops are gonna repair the Benz.

Yes..well, there has to be some sort of connection....the cops don't buy new cars for just anyone and I've definately never heard of anything as bizzare as this........!

And could it be that the policemen actually identified themself and the nice female student really did not want to stop ...

But as we all know, daughters from good families don't do drugs ...

Say again?

ONCB to buy a new car for student mistakenly shot by policemen

In related news:

a short spike in police extortion was measured by the Police Extortion Measurement Office (PEMO), roughly equivalent to the price of a new Suzuki hatchback...

that's all folks

However, former Bangkok Senator Seri Suwanpanont suggested that the three cops should be fired instead of being transferred

Is he mad? What he is suggesting could ruin everything! Hold these officers responsible, fire them? Before you know it, hundreds of people who are currently serving in inactive posts in the PMs office might be expected to quit as well. The loss of face would be colossal.

Assuming i read this correctly! How can 3 policeman afford to pay for a new car to replace hers? Kickbacks and payoffs must be treatin them well

They tried to stop her for a mistaken suspicion of a crime (not uncommon or illegal) but she fled police and hit two other cars during her fleeing (uncommon and illegal). As for firing at tires of moving vehicle, reckless and stupid.

This story has me in giggles, wow this country never fails to amaze me, the advertizing campaign is true when it states it's amazing Thailand.

Thanks for that. Really informative............. NOT.

Thank fully here in the UK very few police are allowed to use firearms, and those that are are highly trained and only then after a rigorous selection process, even then from time to time the do get it wrong.

thankfully here the lady survived and the have bought her a new car.

No. It means that they are temporarily performing their duties as a sub-lieutenant for another officer(s) at that moment.

http://en.wikipedia.org/wiki/Acting_(rank)

I thought people of such low intelligence could not get possession of a gun in Thailand, and for the police if you’re not sure shoot first and ask questions later.

Thais retain this culture of payoffs. They want to "buy" the victim's car rather that "prosecute" the three police for negligence of duty. The offer of a new car is great, but it shouldn't be the primary step in achieving justice and closure for the victim. Arrest, prosecution, and removal from police service should be the reformed way to approach this. That would send a signal to cops in the future to take their take their cowboy gun firing activity more seriously with more serious repercussions.

Just a side-effect of living in a police state.
