I know things are changing nowadays, so perhaps we could focus on how things were done before the issue became murky. How did Americans  apply for a 2nd tourist visa --with minimal interruption to their long-term stay in Thailand after the first one expired? 

 

My status is the following: my visa runs out mid next month, and I'll be able to  use the final entry on the very last day, granting me another 90 days. I am unclear how to get another tourist visa within that 90 day period.

Leave for Laos and apply for a (double) tourist visa at one of the Thai consulates there.

 

But 90 days is a long time away, better ask in 70 days time.

Is it still possible to leave and return on last day of visa to get another 90 days? If so, could I try this on a single entry Non-O?

No, because with a single entry visa you would need a re-entry permit, valid only until the same exact date of you original "allowed until" date.
