There must be a reason you have to sign it, ie that is what makes you subject to them. Soooo... logic follows, if you don't sign, you are not subject to them? I suspect it is also a way of getting the word out about the new rules. Sign and acknowledge new rules - still liable for the new rules Decision is yours. Sure no 1 will give the immigration staff a bit of a giggle.
