Yes the Thai ID card and 2 photos will enable the Thai citizen to have a Myanmar entry 'form' issued at Ranong Immigration. You can stay the night if you really want to, 10 minutes was enough for me, most people don't even touch the mainland they just hand their passports up from the boat get an entry/exit stamp and go back to Ranong (the entry/exit stamp is 300 baht or 5 dollars (a crisp one))

Be careful on the use of the Thai ID card for entry to Kawthoung, it changes from time to time, and sometimes they require a border pass.

That being said - there are 2 comepletely different sets of immigration to go into Myanmar from Ranong - the 1st and most obvious being to take the longtail to Kawthoung (and stamping in/out at Snake Island rather than the main pier)

The 2nd is a pseudo-immigration counter at the Andaman Club at Thahtay Kyunn. Here the Thai I.D. is absolutely fine, but they will charge you for the ferry over and back.

If you want to stay overnight, and don't need to see the few sites of Kawthoung, pay the money and go to the very comfortable Andaman Club (about 1900 baht per night including the biggest breakfast this side of the border). Food is good and cheap in their nice restaurant, nice bar, nice pool, and good duty free shopping.

If you are staying in Kawthoung, you can choose between the Honeybear Hotel on the waterfront (700 baht per night, electricity by noisy generator), or head up the hill to the tatty but charming Kawthoung motel, power off from midnight.
