I know this, or something similar, could be built in Thailand, but would the Thai authorities License it?

Using an existing chassis I believe it can be done BUT you would need to get a Thai engineer to sign off on it..and all changes in the registration book.

Agree and very unlikely to find a chassis with 2 front (steering) wheels and one rear. I think there have been TV threads in the past about VW Beetle body swaps that might be a kit-car option???
